I do not agree that the words "competence" and "competency" are interchangeable. In educationalist and management jargon, a competency is a unit of accomplished skill, usually quite specialized. Wikipedia refers to the concept of "core competencies", citing authors in the Harvard Business Review who identify these as characteristics of a business that is able to do a thing very well. Competence, on the other hand, is simply the ability to do what one claims to be able to do or, in the case of the regulated professions, licensed to do.
