Perhaps because (deprecated template usage) rare and (deprecated template usage) scarce are synonyms in the applicable sense, whereas the expression implies something beyond mere rarity or scarcity, perhaps being "hard to find". DCDuring TALK 21:13, 19 October 2011 (UTC)Reply
