Digging into the original Latin and having knowledge of the North American United States of America's legal system, the word incitement is only a legal term in the legal system of this region.

It is NOT most commonly used as common tongue, albeit when in use legally it is only within the bounds of this particular legal system.

It is also notable that this word is more base, lower, or root level than rouse. In the 2000s due to clinical neuropsychology from Yaak Panksepp, the word arousal from arouse from rouse has been starting to have rise in common tongue vernacular and verbiage uses.
