Incorporation of one publication by another

My encounters with this usage encourage me to believe that it means no more or less than taking over the functions of the first: presumably

fulfilling subscriptions to the first
fulfilling and enforcing contracts the first had with advertisers or dealers
inheriting the legal status as "periodical of record" for government or other entities with legal obligations to publish notice of certain actions or deadlines in a specific publication

This is presumably also the source of newspaper names like w:New York Herald Tribune and w:New Orleans Times Picayune.
The process might also be worthy of a WP article.
