пол- (pol-, “half”) + двена́дцатый (dvenádcatyj, “twelfth”), with двена́дцатый (dvenádcatyj) in the genitive case, as with other words prefixed with пол- (pol-). Compare German halb zwölf (“half past eleven”, literally “half twelve”).
