From Akkadian 𒈾𒀭𒂵 (na-an-ga /⁠nanga⁠/) or 𒈾𒄖𒌋 (na-gu-u /⁠nagu⁠/, province), itself from Sumerian 𒇳𒆸 (niĝin5, water, irrigation district, an island, a piece of land surrounded by canals or water), from the verb 𒆸 (niĝin2, to encircle, to enclose, to confine).
