I found and added to the entry two good cites. The remaining cites I can find are mnemonics to teach the spelling of February:

• 1970, Augusta R. Goldin, How to Release the Learning Power in Children:

  "Br, it's cold in the library in February," and "Never believe a lie." And then , you will , of course, reenforce the learning of spelling, routinely, by way of pertinent homework.

• 1986, Bruce O. Boston, Stet!: Tricks of the Trade for Writers and Editors, Editorial Experts, Incorporated (EEI Press):

  February, "Br! It's cold."

• 1987, Margie Golick, Playing with Words, Pembroke Publishers Limited, →ISBN, page 90:

  BR ... It's cold in February. / R U sending me a Valentine in FebRUary?

And this "br-br":

• 1923, The Jewish Center, page 5:

  stamping his feet in an effort to keep warm he shouted "Br-br—it's cold here." The audience shivered in sympathy, but still no answer.
