No attestation for the first. Rather, the definition (from Zingarelli) is "lower part of a woody plant from which the roots branch off and the trunk rises" (my translation of the original Italian def). So it cannot possibly be read to mean "root," but "stump" is the correct definition. As for the second sense, it is now better covered in the more expansive sense 4.
