What are you trying to say? The text is clear: It says that the form /sɛ̃/ remains more or less obligatory in "cinq cents" and "cinq mille". There can be no doubt that /sɛ̃ sɑ̃/ and /sɛ̃ mil/ are indeed the usual pronunciations and accordingly your suggestion makes no sense. The only question would be: Are /sɛ̃k sɑ̃/ and /sɛ̃k mil/ really so rare as the text suggests. If you had specific knowledge to the contrary, we could tone the statement down.
