What do others think about this idea/concept of fairness?

"Fairness is not treating everyone the same but treating people based on their needs." I have no idea the source of this, but it seems like it was inspired by this presentation: http://www.youtube.com/watch?v=6G9--hUQDwY

I had to watch this video for a class about working in the schools to support kids with different abilities. The challenge I am working to overcome is that the trainers definition of fairness is not from websters dictionary as he states.
