A quick Ctrl+F through the first result for google:tokelauan dictionary suggests that it means "glad", "happy", "gay". —suzukaze (t・c) 00:43, 10 March 2018 (UTC)

The Irish word for gay in the sense "homosexual" is aerach, which is a semantic loan from English; in other words, they took a word that had the "old" meaning of gay and applied the "new" meaning to it. Judging from how "fiafia" is used in English language contexts, the usual sense is "happy, content, joyful", as noted by Suzukaze. On the other hand it also looks like it is sometimes used as a verb, with some glossing it as "to be happy".
