Meaning of "franco" in Dutch[edit]

The entry for the Dutch word "franco" says:

# with freightages paid by the destinatary

I don't think this is quite right, however. As far as I can gather, the very rarely used word "destinatary" denotes the recipient, but it seems to me from both the etymology and from reading the entry in the dictionary sourced that the word actually means the opposite, namely that the freight costs are paid by the sender, not the recipient ("met betaling van de vracht door den afzender").
