It's not a hostel if it doesn't have dormitory accommodation and shared common areas. Hostels are "budget-oriented" but not always "inexpensive". Some hostels have dorm beds for US$50 to $60 per night. "hostels" as homeless shelters is only used in the UK and Ireland to my knowledge. Never in the USA.
