This source claims:

From the 15th century; see old Czech. ukrutný 'cruel, merciless; strict; heavy ', Russian dialectal okrutnyj "fast, wavy"; the word etymologically related to praslavic *krąt (Polish: kręty) - comes from * o(b) + *krętiti.
