Le Morte Darthur is not modern English, so whatever the meaning is, it's Middle English setten, with bī as what looks like an ordinary preposition. The parallelism of the phrases "sette the more by yow" and "say more worship by yow" implies that that "sette the more" and "say more worship" are structurally parallel, and "by yow" is separate.
