Steganography can be , and is used to describe covert messaging--where a hidden political or ideological text can pretend to be something that it is not. For example the conjunct "women and children" in reports of violence conceals the fact that since there are only two sexes any reports of violence must be the work of males. Put another way the field of "violence makers" contains only two genders and if one is designated as victims all the other must be the makers of that violence. So the report makes the accusation that all violence is created by all males without actually risking refutation on logical grounds.laurie payne.
