@Mar vin kaiser I vaguely remember years ago or so even when I was maybe around elementary or highschool hearing from others irl that this term has something to do with impakto and at those times before, I heard as well about the supposed etymology for impakto that it was supposedly from Hokkien 𪜶腹肚 (in pak-tó͘), but for the etymology of impakto, I saw KWF's diksiyonaryo.ph last year said it was from Latin en facto, but anyways, for topak, there are 2006 postings from blog sites like this, where they said that topak is one of those words formed from backslangs through the word, impakto. I'm not sure if the people I heard from before got the idea from a website like that or that website was simply reporting on and documenting stuff people were thinking about back then.
