Weird quotation marks in the quote

In the first quote, there’re weird non-English quotation marks («»). Is there a reason they should be that way, or may I change them to normal English ones? DemonDays64 (talk) 20:13, 12 October 2019 (UTC)

It's a book citation and the book is written that way, so we can't change it. Equinox ◑ 20:17, 12 October 2019 (UTC)
